Study Reveals Widespread Industrial-Scale Deepfake Fraud

Recent findings from AI experts indicate that deepfake fraud has transformed from a niche concern to a widespread industrial threat. An in-depth analysis highlights how increasingly sophisticated tools for creating tailored and personalized scams are now readily available and affordable to the general public. This shift allows scammers to produce convincing deepfake videos of notable figures, such as Swedish journalists and the president of Cyprus, at scale.
The examination, carried out by the AI Incident Database, cataloged over a dozen recent cases of “impersonation for profit.” This includes instances like a deepfake video featuring Robert Cook, the premier of Western Australia, endorsing a fraudulent investment scheme, as well as fake doctors promoting bogus skin creams. Such cases reflect a disturbing trend where criminals deploy widely accessible AI tools to conduct increasingly targeted heists.
In one alarming incident, a finance officer employed by a major multinational in Singapore was duped into transferring nearly $500,000 to scammers, believing he was engaging in a legitimate video call with upper management. Meanwhile, the financial toll of fraud on British consumers has reached an estimated £9.4 billion over the first nine months leading up to November 2025, as reported by industry stakeholders.
Simon Mylius, an MIT researcher involved with the AI Incident Database, remarked on the drastic changes in accessibility: “Capabilities have suddenly reached that level where fake content can be produced by pretty much anybody.” He noted that frauds and scams have represented the majority of incidents reported to the database for 11 out of the last 12 months. “It’s become very accessible to the point where there effectively is no barrier to entry,” he added.
Fred Heiding, a Harvard researcher analyzing AI-induced scams, echoed Mylius’s concerns, stating, “The scale is changing. It’s becoming so cheap that almost anyone can use it now. The models are getting really good and are advancing at a pace that outstrips the awareness of many experts.”
An illustrative incident involved Jason Rebholz, CEO of Evoke, an AI security company, who posted a job offer on LinkedIn. He soon received a recommendation for a candidate from someone in his network. Within a few days, Rebholz was corresponding via email with a person who appeared to have an impressive resume, despite some initial red flags.
“I looked at the resume and said to myself, ‘This looks genuinely impressive.’ So, I decided to proceed with a conversation,” he recounted. However, oddities began to surface as the candidate’s emails surprisingly landed in the spam folder. After a few quirks in the resume, Rebholz pushed through with the planned interview.
Things took a turn when Rebholz joined the call. The candidate’s video feed took almost a full minute to render. “The background looked extremely artificial,” he said. “It appeared unnaturally fake and struggled to accurately map the edges of the individual, creating a bizarre visual effect. Parts of the person seemed to flicker in and out, and their face looked unnaturally soft.”
Despite the strangeness, Rebholz chose to continue the conversation to sidestep the awkwardness of directly questioning the candidate about the authenticity of their identity. After the call, he shared the recording with a contact in a deepfake detection firm, who confirmed that the video was, in fact, generated by AI. Consequently, Rebholz decided to reject the candidate.
Uncertainty remains over what the scammer intended—whether it was financial gain through salary expectations or an attempt to extract trade secrets. While there have been reports of hackers in North Korea aiming to infiltrate companies like Amazon, Evoke is a smaller startup, sparking concerns about the broad impact of such scams. “If we’re being targeted like this, you can assume everyone else is, too,” stated Rebholz.
Heiding expressed concerns that the worst may still be to come. Presently, deepfake voice cloning technology has reached a level of sophistication that makes it easy for scammers to convincingly impersonate loved ones, such as a grandchild in distress over the phone. However, the technology for deepfake videos is still evolving. This presents a grave risk not only to individual organizations but also to broader societal norms around trust and authenticity.
The future implications could be dire—affecting hiring processes, election credibility, and the overall trust in digital institutions. Heiding emphasized, “The potential erosion of trust in digital interactions and institutional integrity will be a profound concern.”
